The Federal Government of Australia has reduced the skilled visa allocation in WA by 70 per cent.

WA’s skilled migration allocation for the 2022-23 year was just over 8,000 places; this number is now just 2,350 places in 2023-24.

In order to receive a state nominated visa, such as the subclass 491 Skilled Work Regional (Provisional) visa or the subclass 190 Skilled Nominated visa, applicants must be invited by the state or territory they wish to live and work in.

Both visas cost A$4,640 to apply. Applicants must have an occupation on the relevant state or territory’s skilled occupation list and satisfy the requirements of a skills assessment.

The subclass 491 visa allows successful applicants to stay in the country for 5 years and work in a designated regional area with no restrictions on the number of hours worked. The subclass 190 visa allows migrants to apply for Australian citizenship and as such, stay in the country permanently.

WA Premier, Roger Cook met with the Federal Government on August 22 and lobbied for more skilled visa places to help support the state’s burgeoning economy. 

Australia is suffering from a housing crisis and Cook also made the case that an increase in skilled migrants would help the state’s housing industry to increase the supply of new homes built.

“The state-nominated migration program has to have a bigger quota for WA because we need those workers to make sure that we can supercharge our home construction industry,” Cook said.

“I put it to the prime minister that if we are to meet our targets in relation to the national targets around home construction, we need the workers to do that construction.”

It is unclear whether the allocation of 2,350 places is a preliminary allocation, or if more places should be expected later in the year.

International and interstate arrivals to Western Australia are estimated to reach 15,000 today after WA’s hard border opened at 12:01 am for the first time in almost 2 years.

There were some emotional scenes as families torn apart by the closing of the WA border to almost all international arrivals reunited.

All arrivals into the state will need to have a valid G2G pass and will have to complete a Rapid Antigen Test within 12 hours of arrival.

They must be double vaccinated if from overseas and triple vaccinated if from interstate and any Australians arriving from overseas who are not vaccinated will need to complete 7 days hotel quarantine.

Premier Mark McGowan hopes the WA tourism industry will see tourist numbers climb after the border reopening with the state government handing out vouchers ranging in value from $150 to $2,200 as part of the “Gifts from Western Australia” campaign.

“When interstate and international travel returns in full on March 3, we want to encourage visitors to experience all we can offer, while ensuring local tourism operators enjoy the benefits.” he said.

The state recorded 2,420 locally acquired cases over night as an outbreak of the Omicron variant of Covid-19 spreads with 22 people in hospital.

Western Australia remains in a strong economic position after heavy stimulus spending throughout the pandemic, “Western Australia’s management of Covid-19 has always focused on saving lives and protecting jobs, with more than $1.6 billion of business assistance provided throughout the pandemic,” said Mr McGowan.

The States capital Perth, is known for being one of the most isolated cities in the world. The closest city is Adelaide in South Australia, which is a short 2,200km away. Perth may be isolated, but this has not stopped Perth becoming one of Australia’s fastest-growing cities over the last decade.

Due to the mining boom, Western Australia is full of young people from all over the world working in every industry and profession.

Why you should move to Perth

 

Perth has fantastic public transport, excellent bicycle/pedestrian paths that run for hundreds of kilometres along some of the world’s most beautiful coastline. Regional Area and Regional Visas

 

Western Australia is a regional area (including Perth), meaning that you can apply for the new regional visas subclass 491 and 494. To apply for a State Nominated Skilled visa (subclass 190 or 491), you must be nominated by a State or Territory such as the Government of Western Australia (WA). To be eligible for WA nomination you must meet both the Department of Home Affairs (Home Affairs) criteria for the nominated visa and the WA criteria for State nomination.

DAMA Area

 

Western Australia’s Goldfields region currently has an active Designated Area Migration Agreement (DAMA) agreement. DAMA is a formal agreement between the Australian Government and a regional, state or territory authority. It provides access to more overseas workers than the standard skilled migration program. 

Study Pathways

 

Western Australia has world-class education institutions like Edith Cowan and Curtin Universities. Western Australia’s Goldfields region is set to receive an economic boost with the Morrison Government signing a Designated Area Migration Agreement (DAMA) with the City of Kalgoorlie-Boulder.

The Goldfields will be among one of the first regions in Australia to enter a five-year agreement with the Commonwealth aimed at ensuring skilled migrants contribute through employment in key roles where Australian workers are not available.

The new arrangements will assist a range of industries including mining, engineering, construction, childcare and health among others helping to drive economic growth and fill critical employment gaps.

Covering 73 occupations, up to 500 people per year will be able to be sponsored over the five-year agreement through the Kalgoorlie-Boulder DAMA.

Minister for Immigration, Citizenship and Multicultural Affairs, David Coleman said the Federal Government is working to address the skills needs of regional Australia.

“The Morrison Government is working to support the growth of regions and match our migration program with labour market needs, particularly in regional Australia,” Mr Coleman said.

“Our first priority is always to fill jobs with Australians, but the immigration system can play an important role in helping to address regional skills gaps.

“We have seen the success of the DAMA arrangement in the Northern Territory and the Government is committed to supporting the skills needs of regional Australia where Australian workers are not available to fill those jobs.

Member for O’Connor Rick Wilson commended the City of Kalgoorlie-Boulder for their hard work and willingness to work with the Commonwealth to support the local community.

“The Goldfields has suffered from a skilled workforce shortage for too long which is having a negative impact on the entire community,” Mr Wilson said.

“Through this agreement, we will see more families moving to the Goldfields which will in turn have a flow-on effect on the economy.”

Chief Executive Officer of the City of Kalgoorlie-Boulder John Walker said the DAMA would offer a solution to ongoing skill shortages and the estimated 1,500 job vacancies in the Goldfields region.

“The City welcomes the Federal Government’s support and believes a DAMA will encourage skilled migrants to come work and reside in regional Western Australia,” Mr Walker said.

“We are very pleased to see this five-year labour agreement between the Shires of Coolgardie, Leonora and Menzies and the City with the Federal Government, with the strong support of the Chamber of Minerals and Energy, the Kalgoorlie-Boulder Chamber of Commerce and Industry and Regional Development Australia Goldfields Esperance come to fruition.”

The Government will continue to engage and work with regions around the country experiencing skill shortages to find tailored solutions through the use of a DAMA.

SKILL SELECT – EXPRESSION OF INTEREST (EOI) FOR WEST AUSTRALIAN STATE NOMINATIONS (SNMP – GRADUATE STREAM) – INVITATION RESULTS FOR 18th January 2019

The West Australian Government has released the statistical analysis of the WA STATE NOMINATION results (Expressions of Interest – EOI) for the “WA Graduate Stream) in their General Skilled Migration or “GSM” visas:

Skilled Nominated visa (subclass 190) and

Skilled Regional (Provisional) visa (subclass 489).

Summary:

The West Australian Government has a special sub-program called the “WA Graduate Stream” program.

International students who have studied in Western Australia for at least two years at a “tertiary” or university level can become eligible for this. There is a special list called the “WA Graduate Occupations List” or WA-GOL and the international student’s nominated “occupation” has to be on this list.

This is under the General Skilled Migration program. Applicants can opt for “WA State Nomination – Graduate Stream” –

(a)      subclass 190 permanent residency

(b)      subclass 489 “Regional Nomination” which is a four-year temporary residency leading to permanent residency subclass 887 after meeting regional residency and regional employment conditions.

There are many criteria that must be satisfied but the main ones are:

(1)        The international student must have completed at least two years of study in Western Australia at a university level (Bachelor’s or Master’s degree, or a PhD qualification)

(2)        The applicant must have a job offer from a WA employer for at least the next 12 months.

(3)        Bachelor degree holders need to show that they have already worked with an employer for one year (Master’s degree holders and PhD holders do not need to satisfy these criteria).

(4)        The applicant must have a satisfactory skills assessment in their nominated occupation and should have lodged their Expression of Interest (EOI) under the Department of Immigration’s SKILLSELECT program.

(5)        The WA state Government will invite the applicant only if the occupation is on the WA GRADUATE OCCUPATION LIST (WA-GOL).

(6)        The WA Government has a ranking system that takes into account both onshore and offshore work-experience (i.e. employment experience inside Australia and outside Australia). Priority is given to applicants who have ONSHORE employment experience i.e. Australian employment experience.

Accountants (ANZSCO Code 221111):

A lot of “Accountants” are applying for inclusion in this WA Graduate Program. Because of this, the number of invitations given to applicants with their Expression of Interest (EOI) under the Accountant (General) nominated occupation are restricted. The profile of the last invited EOI with this nominated occupation was as follows, indicating that only Masters and PhD qualification-holders got invited as Accountants (Bachelor degree holders did not get an “invitation” in this January 2019 invitation round).

UPDATED: Skilled Migration Western Australia Occupation Lists

Applicants who have a nominated occupation identified on the Western Australian skilled migration occupation list (WASMOL) or Graduate occupation list (GOL) may be eligible for Western Australian State nomination using one of the following visa subclasses:

The WASMOL is available to applicants who intend to use the general stream.

The GOL is available for applicants who intend to use the graduate stream.

The new GOL stream is available to:

  • eligible university graduates who have gained a higher qualification and studied for at least two years in Western Australia at a Western Australian university;
  • have an available occupation on the Graduate occupation list for the intended visa subclass; and
  • can meet the Western Australian State Nomination Graduate stream eligibility criteria.

Notes on using the occupation lists

Occupations may have the following status.

  • Available: occupation is available for nomination

  • Restricted: occupation is under review and invitations to apply for State
    nomination will be limited pending the outcome of the review

  • Closed: occupation is closed for invitations

The occupations identified on the occupation lists do not relate to any specific job vacancies, nor represent any guarantee of a job, but rather identify occupations that are considered a priority for the State. It is recommended that you research employment opportunities in Western Australia (in your occupation) before making the decision to migrate.   

You will need to have a skills assessment suitable for migration purposes in your nominated occupation.

McGowan Government want to bring the “best and brightest” International Students to WA

The McGowan Government released the following Media Statement today Thursday 16th August 2018:

  • McGowan Government moves to attract more international students to Western Australia
  • High achieving graduates attending WA’s universities will be targeted
  • Attracting international students boosts the economy and helps creates jobs for Western Australians 

An additional Graduate Skilled Migration List will be introduced to attract the best global talent with the advanced qualifications, skills and experience and help grow Western Australia’s share of the international education market.

The McGowan Government will give high achieving education graduates – PhD, Masters, Honours and other higher degree graduates – a pathway to skilled migration.

It is expected the changes will attract an increased number of high-quality international students to the State and help grow our share of the international education market.

The State Government’s existing Skilled Migration Occupation List will not be affected, with the policy of not including occupations such as bricklayers, electricians and mechanics remaining in place.

Priority consideration for skilled migration under the State Nominated Migration Program will be granted to the best and brightest international students graduating from WA universities.

These students are essential to maintaining the competitiveness of Western Australia’s universities in creating knowledge and building capacity for scientific and technological development and strengthening the future workforce.

Information about eligibility and how to apply will be available on the Department of Training and Workforce Development’s migration portal in coming months at http://www.migration.wa.gov.au

The McGowan Government has also committed $2 million to develop a detailed and comprehensive International Education Strategy, which is expected to be announced later this year.

“A key part of our Plan for Jobs includes an investment of $2 million to develop an International Education Strategy to grow and diversify the knowledge economy while creating jobs.”
