Singaporeans will be allowed into Australia without an exemption and without having to quarantine from November 21, but they will need to be fully vaccinated.

Travellers will need to present a negative COVID-19 Polymerase Chain Reaction (PCR) test taken within 3 days of departure unless a medical exemption applies.

They will have to hold a valid visa and may only fly to Sydney and Melbourne at this stage. 

All travellers must be vaccinated with two doses at least 14 days apart of AstraZeneca Vaxzevria, AstraZeneca COVISHIELD, Pfizer/Biontech Comirnaty, Moderna Spikevax, Sinovac Coronavac, Bharat (Covaxin), Sinopharm (BBIBP-CorV) (for ages 18-60 only) or one dose of the Johnson & Johnson/Janssen-Cilag COVID Vaccine.

Seven days must have passed since the final dose of vaccine in a course of vaccination and mixed dose vaccination will be allowed if both vaccines are on the above list.

Singaporean citizens are not required to be in Singapore before travelling to Australia and may transit in Singapore onto a flight to Australia, they will need to provide a completed Australia Travel Declaration at least 72 hours before departure.

In order to board a flight, travellers will also have to provide proof of vaccination Issued by a national or state/provincial-level authority or an accredited vaccination provider written in English or accompanied by a certified translation.

The proof of vaccination must Contain the person’s name as it appears in the traveller’s passport and either their date of birth or passport number.

“This means within weeks Australia will be welcoming tourists from two of our top ten travel destinations. This is the billion dollar boost that Australia’s tourism industry has been waiting for,” said Australian Prime Minister Scott Morrison, when announcing the pilot program.

“Step by step, everything that we know and love about Australia is inching back to normal.”

New South Wales will start letting international students back into Australia under a new program with 250 students arriving each fortnight from early December.

These students will have to have had both doses of a Therapeutic Goods Administration approved vaccine such as the AstraZeneca, Pfizer, Moderna or Johnson & Johnson vaccines, with students from China who received other vaccines not being part of the pilot program.

The students will have to complete a 14 day quarantine in a facility in Redfern, Sydney which has been retrofitted to COVIDSafe standards approved by NSW Health and NSW Police.

The federal government recently announced that once the country reaches 80 percent double dose vaccination, Australia will open its borders.

Whether the state governments allow international travellers in is another question with Western Australia, South Australia, Tasmania and the Northern Territory still almost completely free of Covid-19.

The New South Wales Government says the international student arrivals will not displace any returning Australians and that the program will be fully funded by industry.

The international student industry was worth a huge $40 billion dollars to NSW in 2019 so programs such as this are a precursor to more international student arrivals in Australia in 2022.

A “travel bubble” to New Zealand will start on April 18th at 11:59 pm as the first international hard border reopening for Australia!

Travellers must be in Australia for 14 days before they intend to travel to New Zealand and must go directly to New Zealand, according to Biosecurity Determination Amendment No. 2.

New Zealand had its last locally acquired case of Covid-19 on the 4th of February 2021 but, like Australia, has been Covid-free for most of the pandemic.

Travellers who are displaying symptoms of cold and flu are not allowed to travel according to New Zealand Prime Minister Jacinta Adern, who says that all flight crew on these flights have not flown on high-risk routes for a period of time.

Restriction-reduced travel to New Zealand will start just in time for the Ski season, with thousands of Australians already booking tickets to Queenstown, “Queenstown had a really significant uptake”, said  Air New Zealand chief executive Greg Foran.

Masks are mandatory in the airport and for the duration of the flight and passengers are advised to download the NZ Covid tracer app.

Other “travel bubbles” such as the one with New Zealand are being discussed with other countries, such as Singapore. 

Singapore’s Transport Minister, Ong Ye Kung said, “We are exploring with several countries and regions, including Australia, on the mutual recognition of vaccination certificates,” regarding the possibility of quarantine-free travel to the city-state.

70 students from China, Malaysia and Singapore will fly into the Northern Territory in a state government initiative designed to start bringing international students back into the country.

Students will be quarantined at a facility in Howard Springs in Darwin and the government’s priority will be to safely quarantine all arrivals.

The Northern Territory government will be working with Charles Darwin University on the initiative with flights costing $2,500 and leaving from Singapore this month.

The University is in discussions with the state and federal governments to start a pilot program, bringing another cohort of students into the country soon.

The Northern Territory has had one of the best coronavirus track records in the world with only 33 cases and no deaths.
