The new 491 Visa has delayed by NSW, which is a Skilled Work Regional (provisional) visa program launched in November 2019, however the most populated state in Australia New South Wales (NSW) has not activated the program.

Submitted EOI’s must be for the General Skilled Migration or “GSM” stream of visa subclasses
The two GSM visa subclasses are 189 (Skilled Independent) (Australian Permanent visa) and subclass 491 (Skilled Family Sponsored) (Australian Provisional visa).
